Have your say on proposals on changes to parish councils
Do you have a connection to Coalville, Thringstone, Ashby de la Zouch, Ashby Woulds, Whitwick or Oakthorpe? We’re looking for your views on proposed changes to the parish and town council arrangements in these areas.
The proposals include the creation of new parish councils in Coalville and Thringstone, and changed boundaries around Ashby de la Zouch.
The consultation forms part of the district’s Community Governance Review (CGR), which looks at whether local governance arrangements continue to reflect the identities and needs of local communities.
Complete the survey before Sunday 13 September
Councillors will meet in November to consider the recommendations. Any changes will be implemented at elections in May 2027.
Coalville proposals
Option 1: One new parish council for Coalville
This proposal would create a single parish council covering the whole of Coalville, including the Bardon area. The new council would:
Represent Bardon, parts of Broom Leys and Castle Rock, Coalville East, Coalville West, Greenhill and parts of Snibston North and South wards
Be made up of 21 councillors
Option 1 – Coalville
Option 2: Two new parish councils
This proposal would create:
Coalville Parish Council
Covering Bardon, Coalville East, Coalville West and parts of Snibston North and South wards. Represented by 17 councillors.
Broom Leys Parish Council
Covering parts of Broom Leys and Castle Rock wards, together with Greenhill ward. Represented by 13 councillors.
Option 2: two new parish councils for Coalville

Thringstone proposals
Two options are also being considered for the currently unparished area of Thringstone.
Option 1: New parish council for Thringstone
Option 1
Create a new Thringstone Parish Council made up of nine councillors.
Option 2 – Thingstone to be included in Whitwick Parish Council
Option 2
Bring the area into the existing Whitwick Parish Council, with Thringstone becoming a ward represented by three councillors.

Proposed Changes in Ashby de la Zouch
Several changes are proposed to the structure and boundaries of Ashby de la Zouch Town Council, including:
Adding two additional councillors to represent the Money Hill ward
Adjusting the boundary with Packington Parish Council along the A42 between Leicester Road and Junction 12
Adjusting the boundary with Measham Parish Council along the A42 and B4116 corridor

Bringing the Boothorpe area into Ashby de la Zouch Town Council
Extending the Boothorpe area proposal to include:
– Askew Way
– Hepworth Road
– Butterfly Gardens
– Bluebell Grove
– Windmill Close

Proposed Changes in Whitwick
Should one or more new parish councils be created in the Coalville area, it is proposed that Whitwick Parish Council’s Broom Leys ward would be renamed Hall Lane ward.

Proposed Changes in Oakthorpe and Donsithorpe
The review also proposes a boundary change between:
Oakthorpe, Donisthorpe and Acresford Parish Council (see plan above)
Ashby Woulds Parish Council (see plan above)
This would bring the southern part of Donisthorpe Lane and Moira Road into Oakthorpe, Donisthorpe and Acresford Parish Council.
